At Gettysburg, Mark Cochran, a National Park Service union president, is simultaneously cleaning trash, closing cemeteries, and prepping for doom after getting furlough notice on Oct 1. Meanwhile, 658,000 partial paycheck survivors are bracing for the political soap opera where furloughed workers may not see back pay unless Congress decides otherwise.
